This 70 year old with 30+ years in the public defender’s office who transitioned in her late 50s seems competent to do her job regardless of your diagnosis. As best I can tell, the “spectacle” is the only point, just as you say. Yet she doesn’t seem to have asked for this “news” coverage.
In HH's circle of friends this is normal behavior. The fact that the man thinks his look is what women look like is enough to send up signal flares.
He may be a 30 year public defender but there is clearly something wrong mentally and it is definitely offensive to women. Not to mention the nipple display is way inappropriate.
If a white man who was a public defender for 30 years came in to work in black face would it still be ok? I mean, since you think people can dress up however they want…….

I don't know that I could be real happy to have been charged with a crime, but why am I going to be upset to be assigned the lawyer with 30+ years of defense experience? Is there someone in the office with 40 years?

I've paid for shit work performed by people with a lot of experience.
I think most sane people would take one look at that freak show and rightly have questions about their judgment and intelligence.
