No. I’m saying the facts say over the last 20 years and including the years where uw was pac 12 champ and in the playoff, they only beat lower tier B1G teams and lost to the top tier.

If Michigan State is a B1G bottom feeder then the entire conference is bottom feeders outside of Penn State, Ohio State, Michigan and probably Wisconsin. Which is a defensible position, let's just be clear it's not about the "top half'.
