Regardless we need a friendly ruler in place in Havana. The tourism money alone would make it worthwhile.

The cost of construction/maintenance to keep that viable over the Florida straits is a non-starter.

High speed ferry system that gets you from Miami to Havana in 2hrs seems much more feasible in the short term.

You go off the continental shelf when you venture out into the straits. When I was a kid, in another place and time when we were allowed to run free w/o adult supervision managing all our daily activities, we'd take the boats out sans proper license, etc. Our Dads (lol) gave us basically two rules: don't kill anyone and don't go out to the blue waters (i.e., off the shelf). When we did it anyway (the blue not the kill), there was always a decent amount of pucker factor; even on the sunniest and most calm days out on the water, when you got to the big blue the wave action was different and the color does in fact change and you know you're in the fucking straits and the fuck-around limit is drastically reduced.

So, no, a literal bridge won't work. A figurative bridge will.
