Bingo. In California it's common practice to apply for permits just so you may have the option to build in the future. When it takes more than 2 years to be able to do permitting the market conditions can drastically change.The permits cost lots of money, but it’s really the time involved in them that is the biggest suck. Money is tied up longer which increases risk and requires bigger profit margins.
