As of today it is Sark, it could change if Tui proves to be competent.

Why does Tui have to prove to be competent to be better than Sark?

Sark has proven time and time again that he's incompetent.

Sark is mediocre. There are many better coaches than him. There are also worse coaches than him so it's not like what he did, any guy off the street could do.
Tui? Who knows.

I actually think Sark is closer to any guy off the street could do than mediocre myself.

He inherited way more talent than he or any Sark fan will ever admit. He had a team that was capable of playing in a bowl game in his first year despite all his "I took over 0-12" bullshit he spews now.

Sark started with "it won't take very long" (2009) to "I guarantee we'll go undefeated at home" (2010) to "We're kind of playing with house money from here on out" (2011) to "We only played three bad quarters of football all season long."
