I'd be all for a relegation model - basically link up the MWC and the Pac12, the CUSA and the Big 12, the MAC and the Big 10, the SEC and the Sun Belt, the ACC and the American...

Top 2 "lower division teams" get berths in a 10-team playoff (top seeded teams get byes) along with the conference champs and some at-larges. Bottom team from each top level conference gets relegated. Top team from each lower level conference gets promoted. BYU back to MWC, Service academies to American, Notre Dame can pick either ACC/BigTen.

First round playoff games are old BCS bowels with traditional tie ins.

 
Oh yeah, and no more FCS matchups, everyone plays 9 conf games + champ game, each "top" level team must play at least one top level team each year

I know you're being sarcastic but an 11-2 Pac-12 champion would still have a chance at the playoff.

Not sarcastic at all. WSU is the first power 5 team with two losses.

An 11-2 Stanford, USC, or Oregon would have a chance. With losses to Rutgers and Nevada-Reno (LOL) its not happening for the coogs.

Is it safe to assume GameDay won't be going to the palouse for the Oregon game?
