If this were two candidates running in Oregon and the initial ballot drop was Multnomah Co. this would be exactly what I'd expect to see. The D Gov candidate was leading the R by over 100K votes in MultCo. Then as you get into the rest of Oregon outside the Willamette Valley would close the gap.

I would expect the first batch of votes in MultCo to be at a minimum double the R running. As this graph shows. Again, we need to know where the first batch counted came from to draw any conclusions.
