Take it a step further. Business case provided by NGO in advance. Congress should give full discretionary ability to exec branch to evaluate and decide. They already have that, but why not make that 100% clear. I’d have it so any group or NGO awarded USAID money for a project gets an automatic annual IRS audit and take a few thousands middle-class households off the radar.
True and my biggest problem with government funded NGOs is that the people running them are almost 100% hard core leftards. Accountability and responsibility are absent from these people. The dems in Congress don't want accountability or responsibility from the NGOs or the government agencies that distribute the funds so why would you expect NGO employees to be concerned with self-responsibility? What you get is USAID funding an NGO to funnel money to a chicom sub-standard Wuhan biolab to make a bat virus transmittable to humans. From Fow Chee to (at best) the chicom morons running the biolab no one gave a sh*t about what they were doing. Congress sends a $100 million for food aid in Mozambique and you get a few million dollars for food that actually gets to the intended peasants or whatever poor people in Mozambique are called. The rest goes through layers of administrative grift or stolen. Next year the same happens and nothing is ever made better.NGO's aren't NGO's if they can't survive without government funding.
