City of Seattle faces possible lawsuit after attack against Christian worshipers

They specifically requested that park. They are an explicitly anti-alphabet soup organization. You'd be naive to think the park wasn't requested in order to be provocative. Especially since they were very public about their desire to be provocative.
And of course, the event undoubtedly attracted people anxious to be offended. That was the whole point.
The visiting freaks have First Amendment rights, of course. But why they were able to get a permit to monopolize that setting for 15 hours is a little beyond me. ('Cuz "only" 8 hours would have been a First Amendment violation?) Seattle officials should definitely be called upon to answer questions about those details.

After they were told Pike St. couldn't accommodate them, the Parks Department had all the substantive conversations with them. The Parks Department provided them a list of parks and the arrangements were actually made with the Parks Department, not the Mayor's Office. They chose Cal Anderson Park from a list. Maybe selective information poasted on the Twitter by self-interested parties isn't the best way to determine facts.
