Strategically? Yes, the US has won massively, on a bunch of different fronts.
About the only down side I see is the possibility of China absorbing all the former central Asian Soviet satellites into its orbit. Turkmenistan, Tajikistan, etc.

Pretty much what has already happened. Neither Russia or Ukraine are recovering from this in a generation if not ever.
