Disagree on HC. We need an apparatus to care for the poor and elderly. But govt car(Medicare and Medicaid) must be completely divorced from the private sector. Medicare should cover everything fo those that spent a lifetime paying into the system.
Medicaid should be temporary for Basic care and apply to catastrophic care(cancer/life threatening events). the emergency room at private hospitals cannot be a substitute for primary care.
Run govt care through the VA and State Universities Health centers with federal matched funding and strict oversight.
