1. Is the program, division, or employee good, but not the best
2. Is the program, division, or employee sick, and not showing any signs of getting better
3. Is the program, division, or employee no longer producing and just taking up space.
If you answer yes to any of the three ... time to cut the program, division, or employee and focus your resources elsewhere so you can really grow.
I would say Sark falls under 1 and 2.
