It was a vicious hit and I realize they've got to throw the flag these days, but the WR lowered his head at the last moment. What's the DB supposed to do?

It was confusing for me, IMO, the Receiver caught the ball took 2 steps, then ducked his head for the collision (No longer defenseless)...
