JFC those people have really internalized the weird ugly kid from Sweden and the entire fucking place has gone green. I didn't have a hot shower for 3 weeks. Pissed me off. And the caps on plastic bottles don't come off. Pissed me off more because you can't get a drink without dribbling it down your shirt unless you want to shove the cap up your nose.
So, I'm back and I'm watering the fuck out of my lawn and blasting the AC 24/7 this summer.

No hot showers? Had no issue in Switzerland and Spain when i was there 2 years ago.

Two years ago is the operative content in your post. I covered the continent from east to west, but didn't go very far south this go-round.
My assumption is that, if they're doing it in eastern Europe, where they don't give nearly as many shits about progressive anything, then it's systemic.
 
3 months ago I experienced similar hot water issues.
Turns out it was a tactic to get guests to spend more money for accommodations that actually provided hot showers.
It wasn't really an issue for HH. He was in the bath house.
