Why would the Democrat leaders of New York do this for immigrants rather than their own current homeless population? Here's my guess. The existing homeless population in NYC is a majority of mentally ill, drug addicted vagabonds. As much as they try to tell everyone it's just regular, well meaning people down on their luck they know that the vast majority of them are fiscally irredeemable riff raff. The immigrants though, with a little tax payer funded incentive could be blue checked for life if handled well. Definitely worth the investment.
