Sad thing is that there are many places today in America that would end up with the same fate if the locals were to be in total control. You think Baltimore could keep the lights on without outside support?
 
New some folks who spent considerable time in SA. Said every neighborhood had walls with barbed wire. Every drawer and door in and out of the homes had locks on them. This was the early 2000's so some has changed but said full blown @trublue / aids was worse than reported. Noted the belief was that eating lots of fruit could cure it, or the most nefarious, fucking a virgin raw would cure it. So rape of young girls increased as a result.
