Big oil is the only ones that can afford the army of lawyers needed to comply with the environmental regulations. So they buy up more market share as smaller competition can't stomach the relatively similar total fixed cost that it takes to be big as a % of revenue. More players in the market makes it harder for collusion to be effective, there's no other lesson to take other than that from this article.

I consult a few companies that manufacture parts in the oil and gas industry and it’s a struggle for a lot of the smaller companies since mid 2020 and has t recovered with Biden’s unrealistic plan for the future of how to power our country. It’s actually refreshing to hear how much they belittle Biden and his ridiculous Department of Energy. Borderline hatred and being in Montana, Jon Tester is in for a real battle against whoever wins the GOP primary even though he’s allowed to vote “No” on some energy and China bills that pass the Senate anyhow.
He’s running ads here saying how he’s working with Republicans against some Biden policies. Meanwhile, a large majority of his donors and all of his big ones are from out of state.
