Unless I’m completely wrong, this bill does not fund the annual spending of the federal government for the next ten years.
USAID was not going to be cut. That’s a delusion. Accountability is a start.

Correct. The ten year thing is and has always been a joke. It’s a check the box exercise to show the ten year effect of the legislation. Both sides have weaponized the 10 year thing, Republicans put their cuts in the out years and get to claim cuts without actually cutting anything. Dems rig it so their immediate cash grabs can be called deficit neutral in the out years with proposed tax increases that still need legislation to be become real.
