The government does “not plan to perform a timely reconciliation” of the $2.8 billion in subsidies.

Do you know how to read? I just read the headline. But I think there's something in there about this being over a 4 month time period and this was corrected. There might be something about poor internal controls. In that, you type that as if $2.8 billion is missing. When reality is, they did not have an internal control to verify the process.
