Why can't I upvote, downvote, wtf,auce or plunger rape another's post tonight?

I just WTF'ed you... so it's working for me. Maybe it's you browser? Mobile device?
 
It wasn't showing likes, hearts, and other things on my phone a couple times. When I just tapped it, those icons appeared.
