We all saw hatchet man threaten McDonald's customers in NYC. Immediately out on the streets after being booked. He's since had another run-in with police and once again he's booked and back out on the streets of NYC.

When he finally kills someone he may actually have to stay in jail. But it's NYC so you never know. BTW, the only reason he didn't chop people up in McDonald's is because he said he just didn't "feel" like it. DIMS are evil.
