Yeah it’ll just a deduction off purchase price at closing and the buyers just won’t ever actually do the work. Completely pointless.
 
Just ask for the electrical or natural gas bill in December and the electric bill in July and you are done with your assessment.
 
How much in dollars will it cost for the "inspection"?

This is just more liberal regulations that grow government and kill those who want to sell an asset.

I don't see it that way. I see it as a means to slow down or prevent people from selling their homes and fleeing the county/state.

It’s just one step away from requiring home buyers/sellers to upgrade the energy efficiency of a home to specified levels.

Oh darn, your 100 year old Craftsman only gets a 2 rating? Spend $30k on a new roof and insulation before closing day.

Or now that the government has a system in place to identify less efficient homes, upgrade to proper green standards or risk foreclosure similar to not paying property taxes.

This is the real issue and where the insane green party folks want to go. Mandatory energy upgrades at point of sale. I've had this conversation with several local electeds in recent years. People think this will never happen - I can tell you it's much closer to reality than just a thought and there will be a city in WA, OR, or CA that puts this type of program in place within the next 5 - 10 years.
 
What people need are more governmental layers and fees to complete in order to sell their own house.
