The main reason is that UW's AD budgets for 7 home games each season and because we had 5 away games in conference in 2023, UW bullied its way to get this game in Seattle. Otherwise, we'd have only 6 home games rather than 6.5They never actually said why it's in Seattle for a 2nd straight year. Lumen field it can be assumed was to at least make it a "neutral" game.
So basically Schultz is just a giant pussy for not admitting that Lumen (automatically higher ticket prices) and then Pullman was desperately begged for because they need the money.

As boring as Wazzu is as an opponent, they'll sell the most visitor tickets of any OOC opponent (save a few SEC schools) and they'd likely be a bigger TV audience draw unless we know we're getting a ranked P4 opponent.
Keeping the AC isn't sexy, but from a dollar perspective, it's the best ROI for UW
