Colorado did it to themselves in 2016 when the state voted to have winner of popular vote get all of the state's electoral votes. This was their last-ditch effort.

Lots of logical problems with using Section 5 to say Congress has the exclusive power to enforce the amendment's provisions—plus the nagging problem that it doesn't say that at all.
