The Constitutional parameters are pretty clear. Congress legislates and appropriates money for spending. The President has executive authority to administer the statutory programs. What Congress can't do is tell the President (Chief Executive) who he has to hire and who he can't fire. Pretty basic stuff unless you want the Courts to ignore the written Constitution and just rule based on feelings.
