I can tell you exactly what happened to that bill. It was full of pig guts. It included aid for Ukraine in it for one thing. It also included support for rat friendly unions and about 20 other buried dem causes. It was garbage.
In other words, democrats were so concerned about the border that they refused to take out any of the bullshit stuff not remotely related to border patrol. Classic democrat legislation. Pack it with a bunch of wasteful spending but friendly to rat constituents.
The border is such a mess due to this administration, the unions would have taken a ham sandwich and called it progress. It can't get any worse.
The bill was for 118 Billion dollars. Of that 118 Billion, 60 billion of it was going to Ukraine and 14 billion to Israel.
