The man attempting to stop them, is an actual hero and one of the last lines of defense between a society of civilized people vs. thuggery and total chaos.

Stores tell their employees to let shoplifters go. Do not try to stop them, do not touch them. If I were to “injure” a shoplifter while trying to stop them both my company and me could get sued. If my company actually encouraged us to step in to stop a shoplifter and I were shot, stabbed or injured in any way, once again, the company is on the hook for my lawsuit against them for asking me to intervene in a crime. If I were actively encouraging a customer to step in and intervene and they were injured the company or more likely myself would be on the hook in the case of a lawsuit. We are to record the suspected items stolen and move on. The higher level of theft is now actually factored into my companies shrink. Sad but true.

Some companies' official policy is to let them go, but management turns a blind eye when employees confront them or even go out into the parking lot and kick their ass… It depends on who it is

Look at Costco. Need ID to get in and need to have shopping cart checked to get out. Their shoplifting rate has got to be a fraction of a big store like Fred Meyer's which has several unchecked entrances/exits. Kroger has a 1.5% profit margin. Takes a lot of sales to cover any theft.
