It's quite clear that Biden's DOJ is focused on eliminating political opposition be it by investigative harassment or outright political prosecutions in partisan-friendly locales while ignoratin, at best, or covering up, at worst, similar "crimes" all the way up to their President. I don't blame him for not putting a target on his back. Authoritarians don't fuck around when they 100% own the federal police and can court shop for favorable venues. He can just ignore the House subpoena because he won't be prosecuted for doing so by the Biden DOJ even if the House directs the Sergeant of Arms to arrest him.
