$65 billion. Nobody with a brain negotiated a stop level on the vaccine payments. Hey, you can make up to this much money and that's it. For the price paid there should have been no liability limits or no patent protection. It's like those negotiating with Big Pharma was working for or hoping to work for Big Pharma.
