You should read more. The IAEA had some CCTV cameras but surprise inspections were not allowed. Your premise is what? That there was no ongoing enrichment but the Iranians thought that having it all blown to sh*t was worth not having inspections which would find nothing? The IAEA position was that they were at 60% enrichment and could quickly get to the 90% for a functioning bomb.
Without reading it, the obvious answer is yes.
