If the Afghanistan withdrawal was a success, why have we spent $9 billion to import “refugees?”

The withdrawal was so haphazard that despite the $100k per immigrant most of the horde that got out from the Kabul airport were unvetted. Here is the US with complete control of the airport border and runways and those actually given transport out of Afghanistan. Certainly didn't want to use the big US Air Force base at Bagram.

It was actually 100,000 Afghans at $100K each - but 10% for the big guy.
