Unlikely. Recruiting would be even shittier than it is now. This falls in to the “all else being equal” logical fallacy.
 
Tyrone W could see in the future. Loved seeing player x offer list at the end of us, Fresno, Portland State, San Jose St, and we'd be their choice.

There was smoke about Oregon and USC joining the Big Ten recently with no talk about Washington. I wouldn't be shocked to see the Pac-10 again. If that happened...

I don't think that will happen. Geographically, it's stupid. USC and whOregon have no recruiting ties to the midwest and east.

Media market and TV revenue from upcoming contract just magically disappear from the equation in all these arguments. UW will never go to MW/FCS. That's not a thing and never will be.
