Typically yes, but when one side is pointing at the other, they cancel out. Then the other 12 schools piling on tips the scales. If the commissioner doesn’t act, he’s going to get 13 votes of no confidence, and will lose his job.

Vacated wins isn’t going to make the other 13 schools happy.

They almost voted out the last commish over poor communication during Covid. Not acting here is much worse IMO.
