Democrats look at this and say

Fraud with illegal alien voters (and even legitimate voting in local elections by illegals in cities like SF) make California out of play until there is actual reform.

The Dem supermajority the Dems have in the state House and Senate make any changes unlikely. Oregon and Washington are pretty much lost now, too.
