Two teams don't belong on this list. Coincidentally they are also the two supposed outliers.
 
There are like 50 times more three stars and 100 times more 2 stars then 4/5 stars. A good chunk of 3 stars are worthy of being 4 stars or more they just haven’t been developed properly, or haven’t had successive high stat seasons. Seen a lot of 4 stars around Seattle that are average players.
