If you call a run, you don't have to worry about an incompletion, an interception, or a sack strip fumble.

whether it was intentional or not, that play call is set up for it either to end up with a sack, drop, or a TDI don't mind calling a pass there, but Eli needs to go down if he doesn't have a clear open reciever
